The Earth is under the surveillance of a “higher extraterrestrial intelligence” according to retired Rear Admiral and former US Deputy Secretary of Commerce Timothy Gallaudet.
He stated that our planet is being visited and surveyed by a higher order, non-human intelligence, the intentions of which are unknown.

Gallaudet, who also served as the Acting Administrator of the National Oceanic and Atmospheric Administration (NOAA), claims this intelligence is operating in both the air and water. He has joined a growing group of former U.S. military and intelligence officials advocating for greater disclosure regarding the reality of Unidentified Ariel Phenomena (UAP).
