Critics argue this is just a weather fluke — cooler temperatures, changes in humidity, or flight path alterations. But the timing is hard to ignore. If federal agencies are coordinating an atmospheric modification program, it would make sense that a shutdown would disrupt operations. Contractors wouldn’t get paid. Fuel and dispersal agents wouldn’t be shipped. Flights would be grounded.
