In the speech, Bush says:

“Our objects are clear, and goals defined … Iraq must withdraw from Kuwait completely, immediately and without condition.

Kuwaitis government must be restored. Security and stability of Persian gulf must be assured. American citizens abroad must be protected.

The goals are not ours alone. They are endorsed by UN security council. Most countries share our concern.

This is not, as Saddam Hussain would have it, US against Iraq. It is Iraq against the world.

A new partnership of nations has begun. We stand at a unique and extraordinary moment… the Persian gulf crisis offers a new opportunity … out of these troubled times, our fifth objective, a new world order can emerge.

An era in which the nations of the world, east west north south can prosper and live in harmony.

A world quite different from the one we have known”.
